
BACKGROUND
The Lifeline Telephone Service program was created in 1983 through the Moore Universal Telephone Service Act. The program has a dual purpose – to increase the use of land line phone service in low-income households and to make basic telephone service more affordable for low-income households. Lifeline service is currently provided by 30 telephone carriers throughout the state of California and it is funded through a ratepayer surcharge. General Order 153 is the governing document for the ULTS program.
HOW DOES THE PROGRAM WORK?
The Lifeline program, sponsored and overseen by the California Public Utilities Commission (CPUC), is designed to increase awareness and boost enrollment in the phone service discount program. Lifeline telephone service saves you 50% on local home phone service from the carrier of your choice. That’s $6 or less each month. To qualify, you must be at least 18 years of age and meet the income limits.
