The CARE discount has been available to low-income customers since 1989. The Gas Company serves 18 million people. Based on 1990 Census data, about one quarter of The Gas Company’s residential customers (meters) are low income. From 850,000 to 1.1 million customers qualify for some of the low-income programs. About 655,000 customers are participating in the CARE program. Some may not know about CARE. Some may not be able to read about the discount. Some may be afraid or have other reasons they do not wish to apply. The Gas Company hopes that outreach like our center can directly contact people who may qualify to help them overcome these barriers and participate in CARE.

The CARE Program was designed for low income home owners to receive a discounted rate on their utility bill. If eligible, you may be able to receive a 20% discount on your gas and electrical bill at your primary residence. To apply, simply meet all the requirements listed and complete an application form.

Eligibility Requirements:

CARE eligibility is determined by total household annual income and number of persons in the residence. The Gas / Edison bill must be is in the name of the customer of record. Customer of record is the name of the person that appears on Southern California Edison / The Gas Company’s billing records. (Spouse’s name is acceptable). No one else can claim applicant as a dependent on his/her Income Tax (other than spouse).
The total yearly household income (the income or aid received by all persons living in home) - before deductions - is no more than the income level.
